Shop & Establishment Registration in Chennai

The licence your bank, your landlord and every labour inspection will ask for.

Any shop or commercial establishment in Tamil Nadu — a retail outlet, an office, a restaurant, a warehouse, a clinic, a co-working desk you have taken on lease — is required to register under the Tamil Nadu Shops and Establishments Act, 1947 with the Labour Department. It is a low-cost registration that carries disproportionate practical weight: banks accept it as business proof for a current account, aggregators and marketplaces ask for it, and it is the first document a labour inspector asks to see.

Who must register

Factories registered under the Factories Act are governed by that statute instead. Registration is required whether or not you employ anybody; the establishment itself is what is registered.

Process

  1. Application filed with the jurisdictional Inspector of Labour through the Tamil Nadu labour department portal, within the prescribed period from commencement of business.
  2. Fee paid according to the number of employees engaged.
  3. Verification. Particulars are checked and, where required, the premises inspected.
  4. Registration certificate issued, to be displayed at a conspicuous place in the establishment.
  5. Amendment or renewal filed whenever the name, address, ownership, nature of business or employee strength changes.
Register early rather than after the first inspection. Registering late attracts a penalty, and an establishment operating unregistered has no answer when a wage or termination dispute reaches the labour officer. The registration is also the document most banks accept when a proprietor wants a current account in a trade name that is not a registered company.

Frequently asked questions

If you run a commercial establishment from residential premises and receive customers or employ staff there, registration is expected. A purely personal home office with no employees and no customer footfall is a grey area in practice, but banks and aggregators asking for business proof will still want the certificate, so most home-based businesses register.
The certificate is issued for a period and must be renewed before expiry; the tenure and fee depend on the number of employees. Any change in the particulars recorded must be intimated to the Inspector within the prescribed period.
